On Tuesday 11th March, Parliament holds legislative debates on two agricultural reports authored by German EPP-ED Members Lutz Goepel MEP and Elisabeth Jeggle MEP.

The main aim of Mr Goepel's report is to adapt and develop the European Union's Common Agricultural policy to new developments and changing markets.

He favours further decoupling of direct payments to farmers, but rejects the Commission's proposals to gradually abolish direct payments until 2013. Instead the rapporteur wants available funds to be shifted into rural development and into crisis prevention funds via the so-called modulation. The Agricultural Committee of the European Parliament recently accepted this proposal by a large majority.

Elisabeth Jeggle MEP will present her report on the Commission's proposals concerning a reform of the European Union's milk market sector, including national milk quotas for the year 2008/2009.

The National Milk Quotas for EU Member States producers are the only part of the 2003 reform of the Common Agriculture Policy which still remains to be implemented. The original quota increase of 0.5% in 11 Member States has been changed by the European Commission to an increase of 2% for the 2008/2009 milk quota period. This represents an additional 2.84 million tons of milk for European consumers.
