Parliament debates a proposal to allow EUROPOL to combat crime more effectively on Wednesday 16 January. Spanish MEP Agustín Díaz de Mera García Consuegra is the author of Parliament's report.


EUROPOL is the European Law Enforcement Organisation which aims to improve the effectiveness and co-operation of the competent authorities in the Member States in preventing and combating terrorism, unlawful drug trafficking and other serious forms of international organised crime.

Any modification to the way the agency operates under the current legal framework requires unanimous approval by the Council, and subsequent ratification by Member States. This lengthy procedure cannot adequately respond to the current situation in the EU, with the emergence of new crimes and terrorist threats.

The new proposal will allow for greater flexibility into the mechanisms of EUROPOL, and provides for the gradual inclusion of Europol into the European institutional framework.

The rapporteur suggests that EUROPOL's priorities could be presented annually within a 'Joint Committee' comprising members of the European Parliament's relevant committee and their counterparts from the Member States' parliaments. This suggestion comes from the need for the European Parliament to be involved in EUROPOL's development in order to ensure that Europol enjoys maximum democratic legitimacy.
