CAP ‘Health Check’

The Committee on Agriculture and Rural Development debated today the European Commission's communication on the "health check" of the Common Agricultural Policy. Lutz Goepel MEP (Germany) EPP-ED Spokesperson on Agricultural Affairs, will lead the debate on Tuesday 20 November.

The communication, to be discussed in the Committee between 11.00am-12.30pm, will today be published by the Commission. It sets out ideas for possible improvements to the CAP.

The main issues of the communication are:
  • how to make the Single Payment Scheme more effective, efficient and simple?
  • how to render market support instruments, originally conceived for a Community of six Member States, still relevant in an increasingly globalised world and an EU of twenty-seven?
  • how to master new challenges like growth in biofuels and water-management, by adapting to the new risks and opportunities?
Following discussion in both the European Parliament and the Council, legislative proposals are expected in spring 2008.
