In a report to be voted on Monday, 19th November in the Culture and Education Committee, Rapporteur Doris Pack MEP highlights the vital contribution of adult learning to employability, mobility, and social inclusion in a modern labour market.
The scale of current economic and social change, the rapid transition to a knowledge-based society and demographic changes resulting from an ageing population in Europe are all challenges which demand a new approach to education and training within the framework of life-long learning.
The rapporteur calls on Member States to lift the barriers to participation, ensure the quality of adult learning, and to introduce certification systems linked to their own National Qualification Frameworks.
