Aviation to be included in Emission Trading Scheme

Rapporteur Peter Liese MEP (Germany) will present his report amending an EU Directive to include aviation activities in the Emission Trading Scheme on Monday 12th November in the plenary session in Strasbourg.

Greenhouse gas emissions from the EU’s share of international aviation increased by 7.5% between 2003 and 2004, and have cumulatively grown by 87% since 1990.

The EU is the first global player to introduce such a scheme for aeroplanes. Both domestic and international flights with take-off or landing in the EU are to be included in the reduction scheme. Both the rapporteur Peter Liese and EPP-ED Transport spokesperson Georg Jarzembowski propose 2011 as the starting date. Twenty-five percent of emission rights are to be distributed through auctioning, the remainder through a common allocation system.

The EPP-ED compromise package is expected to command a majority in the plenary vote.
