Towards a European strategy against "dys"crimination towards people with "dys"-type disabilities
|
The oral question put to the European Commission by MEPs Anna Záborská, Amalia Sartori et Marie Panayotopoulos calling for a European strategy to combat "dys"crimination and the exclusion of children and adults suffering from "dys"-type disabilities (dysphasia, dyspraxia, dyslexia, dyscalculia or attention deficit disorder) will be debated on Wednesday evening during the plenary session in the European Parliament in Strasbourg.

The question highlights that more than 10% of children are affected by these disorders to varying degrees, disorders which are very disabling because they make communication very difficult from the youngest age (reading, writing, pronunciation and oral language, arithmetic). They are sometimes related. Yet these disorders are still poorly detected in several Member States of the European Union.

To prevent "dys"criminations against young children suffering from these learning difficulties, it is essential that they are diagnosed as early as possible, that the appropriate multidisciplinary treatment be given via suitable structures, preferably in a normal school with special care and/or school facilities (authorisation to use a PC, provision of courses etc).

While the European Commission has launched last year a Multiannual Program for Research on dyslexia and dysphasia, the three MEPs are asking the Commission to extend this research to other "dys"orders. They want to know if special provisions for children and adults with learning disabilities are planned in educational programs funded by the European Union (ITC, eLearning, education and lifelong-learning).

Anna Záborská, Amalia Sartori and Marie Panayotopoulos are questioning the Commission on the implementation of the European Directive 2000/78 on the equality of treatment in employment and working with regard to "dys"-type disabilties, on the reconciliation of professional life and family for parents of children with these disorders, on the opportunity to create European networks to promote the exchange of best practices on the 27-Member State level, and to promote the coordination of cross-border actions and finally to establish a "Charter" for children with "dys"-type disabilties.
