7th Framework Research Programme
Τhe overwhelming majority of MEPs adopted on 30 November the report drafted by Jerzy Buzek MEP (EPP-ED, PL) on the 7th Framework Research Programme 2007 - 2013 with an overall budget of €54 582 million at current prices. The EPP-ED Group played a crucial role in negotiations with the Commission and the Council, obtaining several key amendments to the Commission's text. Most of the new additions to the Common Position are EPP-ED proposals supported by all political groups.
"The 7FP constitutes a strong signal that promoting research and innovation has finally become a top priority for the EU", said Mr Buzek. "We've made a clear choice, Europe wants to bet on R&D. Even though the budget could have been bigger, the increase in research financing is still the highest among all the EU programmes. It seems that something has changed for the better in relation to delivering Lisbon objectives".
The 7th Framework Programme for research, technological development and demonstration activities (2007-2013) proposes some important initiatives to set Europe on its path towards a competitive knowledge-based economy. It is built on four pillars: cooperation, ideas, people and capacities.
The EPP-ED Group succeeded in including several vital issues for European research in the programme. In relation to the European Research Council - which will support "investigator-driven", cutting edge research - conditions include a mid-term review and co-decision procedure for the definitive structure as well as a 5% ceiling on administrative expenditure. Clear and transparent selection criteria for Scientific Council members were also obtained. On the theme of Cooperation, the EPP-ED group stressed the importance of issues such as energy and health - with particular attention to paediatric research, as well as cultural heritage. SMEs were considered by the EPP-ED Group to have special priority and were approached horizontally in all parts of the programme.
