Edward McMillan-Scott MEP (EPP-ED, UK), Vice-President of the European Parliament, will lead the debate on Wednesday, on the creation of a community financing instrument for the promotion of democracy and human rights worldwide.

Following intense pressure from the European Parliament, the Commission agreed to propose a specific instrument for the promotion of Democracy and Human Rights, instead of the originally-proposed thematic programme, as part of the Community's external assistance within the framework of the next Financial Perspectives (2007-2013). The creation of this separate instrument is necessary to ensure visibility, independence, flexibility, coherence and feasibility.
